Fix up QuotedString/CLFString parsing
Refactors CLFString in terms of QuotedString, but with the optional of
being null (nullopt)
Moves the whole decode function into QuotedString's parser, fixing
support for escaping of " which would otherwise prematurely end the
string in the middle.
