Bug 3751 - CsGenerator::MetaDataVisitor::visitParamDecl not called
- Added code to call parameter metadata validator.
- Fixed typo in warning message.
- Fixed incorect history update for global metadata.
- Got rid of a few magic numbers in the metadata validation.
